Tsunade looked seriously at the surrounding shinobi, proud that their strength would be used to defend their village. "There's no point in delaying, so let's get down to business. You may be aware of the fact that the village is on high alert right now. I am now going to tell you why and what we're going to do about it." Tsunade paused for a moment and got up from her desk and walked to the front of it to pull down a map. "You would do well to draw your attention to number 8, Lightning Country. As you well know, the Hidden Village of the Clouds is here, under the power of the Raikage. It would seem that they have declared war, but the reason is unknown. As you can see, this is somewhat confusing. For instance, Field Country lies between them and Fire Country, which contains Sound. This would prove to be a barrier to Cloud since Orochimaru is not known for letting anyone run across his territory in full force unless he's using them for his own purposes, which could point at an alliance. I think this is unlikely though. It's against Orochimaru's character to tie himself to something of that sort. That leaves Cloud with two other choices: Either sail and land on Fire Country's land or sail across the small bay, or sneak through Field, and land in neutral territory. The latter is more likely since sea travel would take too long. Two large teams will be deployed. One will go to the east and prepare for battle there, but a slightly larger group will head towards neutral territory. Auxiliary ninjas on standby will be used for Konoha's defense, as will all Genin and some Chuunin since it's more likely that the fighting will be taking place on the borders. Due to the importance of this mission, I will be accompanying you. Shizune will stay behind as a temporary replacement for me with four ANBU units to buffer Konoha's defense."

Hirashi, though he was only a Genin compared to all the rest of Konoha ninja's in this room spoke first being highly loyal to his country.
"I guess I won't be going to escort the Daiyo anymore. I will stay and FIGHT for Konoha!"

Shikamaru smirked as he heard Hirashi speak aloud and before any other ninja. Shikamaru stood next to most of the other Chuunin in Konoha, listening to the plan of ambush. He had diverted his attention from searching for Neji when he heard the birds's call summoning the ninja to the Hokage' office.
It seemed as though he and Hirashi were both going to stay in Kohona and help defend as they were both either Chuunin or Genin.

ddA kunoichi with long dark red hair tied back with two large bangs stood in the back of the room. Her black trench coat concealed vials of poison, antidotes, multiple senbon needles, and two needle shooters, one on each arm. Her green eyes scanned the room, the light reflecting off of the hai-ate around her neck. It looks like Konoha might need a few more ninjas to have an effective offense. We'll have to do our best though! "Well, how long is it going to take to get going? The other shinobi haven't said if they accept the mission or not." She knew that her capture-focused jutsus would be helpful on the offense, not stuck here in the village.

Kakashi eyed over the messenger and looked back at the map, he did not like the plan or the situation itself but he didnt know for sure about anything so he kept quite.

The door slowly opens as everyone is in shock sort of, since the loud creaking noise interupts the entire meeting. Hyuuga Neji's shadow showing down to the top step, enters the room, and stands in the back, he feels cold eyes looking upon him from the messanger sent to talk to Tsunade-sama. Neji still saddened to lose the opponent of his wishes, Itachi. His eyes shut, as his arms are folded, as he listens to the messenger say, "No tricks..". Neji smirks, as he calmly says, "Liar. Why would he send a messenger if he wants peace? What more would a messenger do other than cause more problems. Your voice, it shows signs of tiredness, and nervousness. Even the best liars in the world have this, your voice tells me something is wrong with this "peace". And speaking alone with a Hokage is even more noticable." Hyuuga's eyes slowly open, as he looks into the eyes of the messenger. He very swiftly, almost uncatchable by the untrained eye flips over the seat above him, and dashes towards the messenger, he then disappears, and stands behind him, with two fingers on his neck. On a very known fatal pressure point. "Life is very precious, and I know you hold dear to it. I am going to ask you tell the truth about this story. Why would a kage declare war, then ask a treaty a few days later? It makes no sense." Neji then slowly moves his fingers from the neck of the messenger, to allow relief. Neji glances over to his right and left to see almost all the Konoha shinobi in one place.
Wait, why are they all here? I know that A.N.B.U. isn't, but can they stop a war alone? And also what if "he" shows again.. A.N.B.U. can't stop, or pose a challenge against "him". Leaving Konoha isn't a smart idea, and Rai isn't the main threat no matter how much Tsunade-sama wishes to believe it is. Something seems very out of place, about the entire situation. Why would Rai call a war during the attack of Akatsuki? It may be a coincidence, but I am guessing Itachi knew about the attack before hand, and played it to his strength.

Tsunade wasn't so sure about the meeting being trick free. This is just screaming trap. Tsunade was slightly distracted as Neji entered the room, but was surprised when he made his move of threatening the messenger. As Neji spoke, Tsunade saw him slightly redeemed in her eyes in the intelligence department. She nodded when he finished his dialog. "My thoughts exactly Neji." She paused and gave the messenger her infamous death glare. "This seems to be too unusual to be true. For all I know the Raikage has sent you to merely cause a delay to give him more time to position his troops. It's not an unheard of tactic." Here Tsunade rose and turned her back on the group, crossed her arms, and looked out the window at her beloved village that she was determined to protect. If possible though, I want for Konoha to be safe without the loss of life, and this opportunity may never come again. I don't like it, but I don't really have a choice. Accept and it turns out to be a trap, then I trust in the strength of our shinobi to defend the village. Decline and I appear as a war monger and perhaps an equal aggressor. Well, Dan, here it goes. "However, if he wishes so, he may come to the gates of Konoha unopposed, provided that he comes alone and expends his chakra beforehand."
