Tsunade looked over the files before her, her face the picture of concern. Before her were the profiles of four known members of the former ANBU division, Root. Though the division had been disbanded, she knew from both personal observation and intelligence reports that the thorn in her side, Dazou, had secretly been keeping the organization alive and always attempting to undermine her authority through political and physical resistance, whether it be using an old, forgotten law against her or sending ANBU on missions without her knowledge for his own means. For the past several months, these four members, three males and one female, had been gaining financial support from outside supporters with large, financial stores to support the costs of running such an effort, and it looked as if they had begun to pay off. Already several ANBU had 'declined' missions, or the weaker members of the Konoha council who had previously supported her suddenly be against her. She suspected they were being bribed, threatened, or both. As Hokage, she was in no position to do anything about it personally due to public and political tension that it would cause, but that didn't mean that she couldn't send a few trusted shinobi to do it for her. After all, one didn't run a country without knowing a thing or two...
Tsunade looked at the shinobi *could be singular or plural* that Shizune had recruited, confident in her friend's ability of discernment. "If you've read your mission report(s), then I have no need to explain the situation here. You have obviously followed all orders to destroy the documents since we both/all know what could happen if word of this were to get out. Your mission: Follow the Root members to their financial supporters and cut off all financial aid. You can do this several ways, the most preferable being first in the list, and the least last. You can discreetly negotiate with the contributors peacefully, which would be the most preferable due to discretion. You could also physically threaten each of the said members, but keep in mind that they are ANBU, and this should only be done if they are vastly outnumbered. The downfall to this is that we lose a Konoha shinobi, which is something that must always be avoided in these times. This could also lead to some...questioning about both me and yourself/ves. I forbid you from confronting Dazou directly. Such an act would have repercussions that I have no wish to dwell on." Tsunade paused and took a swig of her sake. "Good luck to you."
Three minimum, four maximum.
