For Shirai's post in Kiri no Shinobigatana Nananin Shu from the Land of Water, it says that his homeland is kirigakure which is in the LAND OF WATER. But in his joining profile it says he is from sunagakure which is in the LAND OF WIND, isn't it? So is he from kirigakure or sunagakure?

This? You need to read the rest of the paragraph. He wasn't talking about himself, he was talking about Kisame.
Good question though, I can see why the paragraph was confusing.
